I’m not sure this is a contradiction. It seems possible that Google could encourage lots of linking and still interpret that stingy linkers are more discerning…

The search engines have been very open and honest on this issue for a long time. You can link to 100 thin affiliate sites if you wish but if that is all you link to you’re not going to make as good an impression as if you link to 20,000 substantial content sites in addition to those 100 thin affiliate sites.
