Comprehensive article, indeed!
I want to make some remarks

Related to title tags:

1. having the same title on multiple webpages triggers Duplicate content red flag for Google, and
2. its maximum, visible lenght for Google is 65 characters.

Related to meta description, it only shows up in the SERPs if the keyword searched for is contained by the description text. IF not Google looks for descriptive sources in other areas of the page like:
- ALT Text (usually the first ALT Tag encountered)
- First text found on page (usually the heading)
- Body text

There's a new concept in On Page Optimization that's tailored on Google's interest to establish and referrence solid informational resources for every niche. I've probably heard of it; it's called Silo Structuring. If you're interested in this concept, here's an article I built around it:
http://trafficcpanel.com/820/silo-structure-seo-method-that-lifts-the-pressure-off-link-building/

Let me know what to think!
Cheers,
Cristian

Right. There is a second part to this post that addresses basic off-page optimization. It can be found at http://www.searchenginejournal.com/seo-101-links-off-page-factors/5400/

This is a simple list of on-page optimization factors that you can perform. However, without the combination of off-page optimization, this is still a "Build It In SEO Manner, They Will Come" approach. Nowadays, on-page optimization is just paving the way for search engine. You need good off-page optimization to tell the rest about this pathway.

I know Google owns search but you may as well fill in the metas to be found more easily by the 30%ish of searchers not Googling!

The Meta description tag carries no weight in scoring for relevance. It is used only for showing descriptions in search results (and Google looks at it when deciding if pages may be duplicates or not).

The Keywords meta tag is still being evaluated by Yahoo! and Ask for relevance.
