Most comments use a nofollow tag, so they are preventing Google from passing PageRank (PR). Some SEOs believe that Google does still in fact pass PR from nofollowed links as they are reported in Google backlinks, other believe there is no value reported or not.

Its very unclear whether there is any indicator of comment links helping rankings. If you did a campaign solely using this approach and noticed PageRank increases and better rankings then you could determine that to be a solution. I cannot give you a definitive answer as we do NOT use that as a method. Comments do however pass good traffic from high trafficked websites. They can also help you establish yourself as a reputable source on blogs where half of what goes on happens in the comments. So view them from that perspective rather than PR.
