When taking a look back to all the promises the IT operations managers have heard (part of my job for some time) operating software promised us hardware independence on a machine. Virtualization is finally fulfilling that promise. Virtualization promised us machine and OS independence, and cloud is finally fulfilling this - and integrates more features like software as a service on demand. 

The problems you describe are important not just for cloud computing, but for all IT outsourcing and the risk has to be balanced with the monetary benefits or increase in IT capabilities through cloud.
