Keeping an Archive of the SERPs for the query: SEARCH ENGINE OPTIMIZATION
(which is possibly the most competatively, strategic, continually SEO-ed term) you can see which strategies worked years ago, that mean nothing now by the changes in the rankings of those SEO firms.

So, depending on how many others are using those same strategies for a term 
PLUS how competative that term is,
will factor in who rises above one another.  Since everyone is tenaciously doing the same thing....every little bit counts!
Incorporating, those Web 2.0 tactics may give the leading edge.


For non competative terms: Titles, Body keywords and Back links keywords appear to be ample.
