When it's convenient, he makes official Google announcements, such as the pagerank update and the expiration of penalties. When it's inconvenient, he refers to his disclaimer (and kitty photos) and says it's a personal blog. It's the Google way you know. They do they same thing in how they apply their penalties and interpret their guidelines. If there are AdSense ads on a page or it's hosted by blogger, you can bet a site gets a lot more leeway to steal content, over-optimize, and generally look quite spammy than sites that aren't part of the Google empire.
